Job Description and Duties

The Behavior Specialist II (BS II) provides statewide expertise in reviewing Enhanced Behavioral Supports Homes (EBSH) and Community Crisis Homes (CCH) program plans to ensure compliance with statutory and regulatory requirements.  The incumbent evaluates behavioral assessments, intervention strategies, and documentation as part of the certification process, and serves as a liaison to Regional Centers, service providers, and Department of Social Services (DSS).  The BS II collaborates with internal divisions to support consistent certification decisions and provides consultation on program design for individuals with complex needs, including reviewing proposals for specialized services and support models and supporting individuals transitioning from Porterville Developmental Center (PDC), Canyon Springs, and Institutions for Mental Diseases (IMDs).

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions

Work is performed in an open, partitioned office environment located in a multi-story building in downtown Sacramento.  Tasks include use of a computer, document review, telephone communication, and other job-related activities for several hours daily.  Travel may be required.

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.

This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

  • The position(s) require(s) a Background Investigation be cleared prior to being hired.

The Statement of Qualifications (SOQ) must be typed in 12-point Arial font, single spaced, and be no more than two pages in length.  Applicants who fail to answer the question below or submit an SOQ may not be considered.

Please describe your experience reviewing and evaluating behavior support programs for individuals with complex behavioral needs. Include examples of your role in conducting or interpreting behavioral assessments, analyzing behavioral data, and assessing whether program designs comply with applicable statutory and regulatory requirements.

The MQs will be verified prior to interview and/or appointment. If it is determined that an applicant does not meet the MQs of the classification, the applicant may not be considered and withheld from the eligible list.

The position(s) require(s) a -  Valid Board Certified Behavior Analyst (BCBA) certification,  by the National Behavior Analyst Certification Board.  If you are eligible for certification, have applied for BCBA certification and within one month of receiving certification, you may apply.  You  MUST  include the date you will receive your BCBA certification on your State application.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Knowledge of : Principles of applied behavior analysis and ethical considerations regarding behavior modification, behavioral assessment and procedures to increase and decrease behavior and managing behavioral emergencies, basic types and characteristics of developmental disabilities, organizational structure of regional centers and State-operated facilities and the respective roles and responsibilities of staff, laws and regulations relevant to behavioral programming, which includes the use of restrictive procedures, methods of defining and measuring behavior, methods of collecting and displaying data, methods to promote behavioral generalization and maintenance.

Ability to : Develop cooperative and harmonious relationships with service providers, regional center staff and others; work effectively within an interdisciplinary team model; Analyze situations accurately and take effective action; Communicate effectively; Analyze complex behavior and work with professional personnel to coordinate effective behavioral services.
